Public Works Operations
1.0 Department Mission
The Department of Public Works (DPW) is the primary agency responsible for the health, safety, and functionality of San Andreas' infrastructure. From the towering electrical grids of Los Santos to the rural highways of Blaine County, DPW personnel ensure that the state remains operational. This role is a high-visibility public service position that requires technical precision and an unwavering commitment to safety. You are the first line of defense against infrastructure failure and environmental hazards.
2.0 Roadway Safety (D.O.T.)
The Department of Transportation (DOT) division focuses on the maintained portions of public highways. Your primary duty is the installation, repair, and protection of traffic control devices and road surfaces. Working near active traffic is the most dangerous aspect of this job; therefore, strict adherence to work-zone protocols is mandatory.
Work Zone Setup
When performing repairs, you must establish a 'Safety Taper' using traffic cones. Tapers should begin 100 meters prior to the work site, using a 45-degree angle to gradually shift traffic into adjacent lanes. "Construction Ahead" signage must be placed visible to oncoming drivers to comply with RCSA Title III standards.
Traffic Coordination
For major repairs or bridge inspections, coordinate with the San Andreas Highway Patrol (SAHP) to provide a rolling roadblock or full road closure. Never attempt to stop high-speed traffic with hand signals alone; always utilize vehicle-mounted arrow boards and amber lighting.
3.0 Utility & Grid Response
The Utilities division manages the state’s Power, Water, and Gas systems. Personnel in this role are 'Emergency Responders' and must be prepared to react to infrastructure disasters at a moment's notice.
San Power: Downed Line Protocol
Downed electrical lines represent a Tier-1 life threat. Upon arrival, you must establish a 50-meter perimeter. Do not allow any personnel (including LEO/FD) to touch the affected vehicle or structure until the grid has been confirmed isolated at the nearest substation. If fire is present, coordinate with the Fire Department for specialized non-conductive suppression.
Water & Gas: Leak Management
Gas leaks require immediate evacuation of the surrounding area. Utilize gas-sniffing equipment to determine the saturation levels before attempting a valve-shutoff. Water main breaks require careful excavation to prevent further damage to nearby fiber-optic or electrical lines.
4.0 Sanitation & Environmental Health
Sanitation workers are the primary monitors for environmental health. While performing waste collection routes, you are also acting as a reporter for the state. Under RCSA 6.03 (Illegal Dumping), you are required to document and report any unauthorized disposal of hazardous materials or bulk waste in public spaces.
If you observe a citizen dumping waste into a waterway or on a public highway, do not confront them directly. Record the vehicle plate and notify Law Enforcement immediately. Your documentation is the key to successfully charging violators under Title VI of the RCSA.
5.0 Legal & Safety Compliance
All DPW personnel must adhere to the RCSA at all times. Failure to follow safety standards results in personal liability and potential criminal negligence charges.

RCSA 3.16 Compliance: High-visibility vests and protective headgear must be worn at all times while on a public roadway.

Lighting Standards: Amber lighting is a tool for safety, not a permit to violate traffic laws. Lights should only be active when stationary or when operating as a slow-moving hazard.
